I cut poster board to make a paint mask for the cone flange.  Then gave the cone a coat of flat black lacquer paint.
The only missing part of the cone is here.  A peice not as big as a fingernail. 

On the spider is a hand written date of 10-24-34.
The cone is now ready to place back in the basket for good.  But I want to check it in opertion before riveting the five metal flange arcs in place.  So I install machine screws first.
After making sure that the cone moves freely, I have to install the rivets.  They are 5/16" long and that is not a common size in small quantity.  I eventually figured out that I could modify 3/8" rivets which are easy to find on e-Bay.  Here is how I did it.
I drilled six 1/8" dia. holes in two 1" diameter fender washers.  A stack of small washers sets the new height.  I then used a 0.076" drill to increase the depth of the hole in the end of the rivet by 1/16".
Then using a Moto-Tool with abrasive disk, I grind off the rivets down flush with the top fender washer.
